Malta created a economic niche for citizenship by investment, which took this opportunity, in attracting highly qualified persons who bring wealth, opportunity and talent to the economic prosperity of Malta.

The Individual Investor Programme of the Republic of Malta was launched in 2014 under Maltese Citizenship Act (CAP. 188) and the IIP Regulations, 2014 (L.N. 47 of 2014) with an initial quota limit of 1,800 applications.

In 2020, Malta Government decided to relaunch second version of the Individual investor program with new regulations.  The Citizenship has the most stringent multi-tier background checks in the world only highly qualified investors with excellent background are admitted into the program. Almost one in three applications are refused for accountability of source of funds.

Foreigners are required to invest close to €900K and wait for one year, holding residency before being granted citizenship certificate and a maltese passport which comes with full EU citizen rights.
