The following forms and supporting documents are required to apply for Turkish exceptional citizenship for investment in property or for investments. The whole process from buying property to acquisition of citizenship takes six months.
First Steps
- Obtain Turkish Tax number
- Obtain certificate of eligibility from Land registry.

A natural or legal person intending to acquire real estate in Türkiye is required to apply to the General Directorate of Land Registry and Cadastre together with the owner of the property. All government documents must be ratified by the Ministry of Foreign Affairs of the country issuing the document and by the Turkish representation in that country (Turkish embassy or consulate.
Residence permit
- Power of Attorney
- Residence permit application form
- Certificate of Conformity (the conformity of the property to the specifications of granting citizenship, which extracted from the Department of Tapu).
- Copy of Visa
- Copy of passport or equivalent travel document
- Four biometric photographs (a photograph is not submitted in the required ICAO standards, there will be delays in residence permit application process)
- Police certificate or no criminal record (apostilled)
- Proof of financial sufficiency and regular means of subsistence for the duration of the stay
- Documents/receipts for the payment of residence permit fee and card fee
- Title deed proving the applicant’s ownership (required for foreigners who own immovable property in Turkey). Photocopy of the official, e-signed/signed and sealed/stamped document (title deed) showing that the residence belongs to the person.
- Valid health insurance.

Citizenship Application
- Application form for exceptional citizenship
- VAT-3 petition
- Residence permit valid for atleast 3 months from date of application
- Original passports (with translation including children under 18)
- Birth certificate
- ID copy or residence permit
- Marriage / Divorce / Death certificate
- Property title deed (Tabu) or sale of contract with receipts
- Property value report or auditors report confirming the total investment value (validity of the real estate evaluation reports is three months)
- Medical report

Criminal Record
If the foreigner has not been staying in Turkey for the last 5 years; it could be obtained from his/her own country authorities (It is recommended to apply for this document at least 3 months before application in case that it takes a long time to obtain), or if the foreigner has been staying in Turkey for the last five years, from the Turkish judicial authorities/e-government system. It must be e-signed/signed and sealed/stamped if obtained from Turkish authorities; it must have a notarized Turkish translation and an Apostille if obtained from abroad. It is required to be a citizen of a country which is a party to the Apostille Convention; or if there is no Apostille on the document even if the country is a party, the documents in question are required to be approved by the relevant country authorities (approval by the consulate/embassy and Ministry of Foreign Affairs/Turkish Authorities authorized on this issue.
Children
If the mother and father could not be determined from passport or passport substitute document or national identity card, a certified birth certificate shall be requested. – In the absence of either mother or father, a certified deed of consent shall be requested. (In case of death of one of the parents, the other spouse must submit a certified death certificate.) – In case of divorce, a certified custody document of the child shall be requested.
Power of Attorney
- Issued by Turkish consulates at their discretion over real estate
- Issued by competent authorities entitled to issue power of attorneys abroad
- Issued in the language of the country where it is issued
- Includes photo (with a clear seal and signature over the photo)
- Includes the apostille, if issued in a country that is a party to the Hague Convention
- Should have certification of the signature of the official signing the power of attorney by the relevant authority and the signature and seal of such authority should be certified by the Turkish Consulate if the power of attorney is issued in a country that is not a party to the Hague Convention. The application should also provide notarized and certified Turkish translation of the power of attorney that meets the required criteria.
