The Vanuatu government has re-launched the Capital investment immigration program on May 26, 2025, under the new amended regulations published under Citizenship (CIIP) Amendment Order 95 of 2025 published in official gazette. Under the newly published regulation, foreigners investing $160,000 or more, eligible for Vanuatu passport with their families.
The Capital Investment Immigration Plan (CIIP) which was originally introduced in 2014, The objective of the plan is to create local jobs, stimulate the economy and keep the national budget balanced. The citizenship is for life, and does not require visiting Vanuatu.
The CIIP was briefly suspended and ordered official review of program ordered by PM Napat due to mismanagement, flaws in vetting standards and uncontrolled appointment of agents and loss of visa waivers to UK and Schengen area.
New CIIP Changes
The revamped CIIP incorporates the following changes.
- Minimum Investment has been increased to USD 160,000 to single applicant and families.
- The Agent must use USD 50,000 for the purpose of investment.
- After 5 years, the agent must pay the revenues to the government account.
- Agent must submit annual report to the commission 3 months before the end of financial year.
