Argentina will be soon launching a new economic citizenship program during late 2025 or early 2026, to raise foreign investment from international investors, bringing direct benefit to the economy, according the official announcement made by government.
New Decree
The Decree 366/2025, signed by President Javier Milei and his cabinet of Ministers, made new changes to naturalization laws based on residence and also creation for economic citizenship program for investors.
Naturalization
The Decree specifies citizenship through naturalization is modified, and a two-year requirement for continuous, legal residency without leaving the country is established. The decree restricts citizenship to foreigners convicted of a crime, and who enter or remain illegally will not be rewarded with citizenship.
Economic Citizenship
Economic Citizenship is also introduced for those foreigners who invest in projects worth more than US$500,000, regardless of the length of residency. Within this framework, the Citizenship by Investment Programs Agency is created, under the purview of the Ministry of Economy. The program aimed at attracting high net worth investors, will grant expedited citizenship to qualifying investors skipping the two year permanent residence status and tests.
- Investment Requirement: A minimum investment of $500,000.
- Eligible Sectors: Agriculture, energy, technology, and tourism. Passive investments including real estate not allowed
- Expected Launch: Late 2025 or early 2026.
- Focus: The program prioritizes investments that generate jobs and contribute to economic growth, rather than purely transactional models like real estate purchases or donations.
- Decentralized Agency: A new CBI agency will be established under the Ministry of Economy to manage applications, approve projects, and provide support to investors.
- Legal Structure: Two executive decrees are being drafted to ensure a robust legal and administrative framework.
- Passport Power – Argentine passport has visa free travel to 170 countries including China, Russia, EU, UK etc..
- Dual Citizenship – Legally permitted without restrictions.
- Access to E-2 Visas – Argentina has E-2 treaty visa with United States.
The program still faces legal hurdles in Argentina. The legislation and program conditions will be published soon officially by the government.
Investment Agency
The New Investment promotion agency’s primary task to evaluate and certify investment projects linked to residency applications . It would also be responsible for promoting the citizenship scheme for investors abroad and coordinating actions with the Foreign Ministry—headed by Gerardo Werthein—and the National Immigration Directorate, under the leadership of Chief of Staff Guillermo Francos.
