Portugal Launches Unified ID Number to Foreigners

The Portugal government has launched a single identification number system, available for foreigners living and working in Portugal. Under the single unified system, which was launched on March 14, 2025 allows immigrants to apply for the NIF, NISS and NNU through a single application procedure.

  1. Tax Identification Number (NIF)
  2. Social Security Identification Number (NISS)
  3. National user number (NNU/SNS – health).

AIMA has partnered with other public entities to implement the measure Identification numbers for foreign citizens at once. This service is available to foreigners with residence permits, EU citizens, applicants for international protection and refugees, who do not have citizen card.

The new service improves the efficiency of public services and reduces the waiting time to obtain these numbers., especially for golden visa applicants investing in Portugal.

The service takes place in ten Citizen Spaces and requires a passport and activation of the Digital Mobile Key. The numbers are sent by email or through the Single Digital Services Portal. In the future, the service will be expanded to more immigrants and localities.

Currently, these identification numbers can only be requested at the counter of ten Citizen Spots. Once the numbers have been requested and allocated, they can be viewed In the Citizen Spots  or online, in the reserved area of the gov.pt portal or on the gov.pt mobile app.
