Montenegro citizenship by investment program closes after the expiry of the program in Dec 31, 2022. No further applications are accepted from Jan 1, 2023 onwards. The decision was taken by the current government to scrap the investor citizenship program to pursue EU accession ambitions to meet the recommendation by European Commission against operating an investor citizenship scheme.
The Special citizenship by investment development program was officially launched on Nov 22, 2018 that provides the possibility for persons to acquire Montenegrin citizenship on the basis of investments in the following three years, based on a maximum of 2,000 applications. The Government’s decision was made with a view to further accelerating the economic development of Montenegro and attracting investments that will create new tourism, agricultural and processing capacities, and new jobs, and improve the quality of life and the living standard of our citizens.
The Government already extended the program by one year from its initial expiry Dec 31, 2021.
Applicants must pay EUR 450,000 to the account of the State of Montenegro for the development projects in the coastal region and Podgorica, or 250,000 euros in northern and central region except Podgorica, as well as 100,000 euros intended for less developed areas. In addition, the applicant must deposit 15,000 euros for an application for themselves, 10,000 euros for up to 4 family members, and 50,000 euros for each next family member.
According to latest statistics, Montenegro Government received a total of 279 applicants and 655 members of their families, which makes a total of 934 people according to the records kept in the Ministry of Interior.
