The Malta Residency to Citizenship Program (MR2C) is one of the most prestigious and attractive Regulations in the world. A Maltese Passport allows applicants to enjoy travel freedom with visa-free access to 182 countries worldwide. Applicants receive a residence card within 3 weeks, which allows investors to reside in Malta and travel visa-free throughout the Schengen area for thirty-six months.

The Malta Residency by Investment Program that may lead to Citizenship given that an investor/applicant is successfully eligible to acquire Maltese Nationality. This is subject to a stringent due diligence process, only worthy individuals are admitted and the approval of the Minister responsible for Citizenship. There is a capping of a maximum of four hundred (400) cases per year for a total of one thousand five hundred cases over a period of three years. Some nationalities are restricted from applying and this program is administered by Komunita Malta agency setup by the government.

The Regulations are based on three robust legal frameworks namely: The Granting of Citizenship for Exceptional Services Regulations (S.L.188.05); the Agents (Licenses) Regulations (SL.188.06); and the Prevention of Money Laundering and Funding of Terrorism Regulations (S.L.373.01).

The new Regulations provide investors two possible routes to Citizenship, the first one following a period of thirty six months and another one after twelve months by exception. Families, including parents-in-law, grandparents and dependents who have not reached the twenty nine years age brackets, are eligible to apply. Applicants are expected to satisfy the relevant criteria up to and including residing in Malta for a period of time as well as invest €10,000 in a local voluntary organization. Residency permits are being issued with an eligibility period of three years.

Take on a lease of a residential immovable property Purchase an immovable residential property in Malta for a minimum annual rent of €16,000 in Malta having a minimum value of €700,000. To be retained for a minimum period of 5 years from the date of issue of the certificate of citizenship

HEALTH INSURANCE
Applicants would be required to subscribe to health insurance which minimum cover is in-patient for the region of Malta. (This is during the residence period only – after citizenship no longer obligatory.)

CONNECTIONS TO MALTA
Donation €10,000 to a registered philanthropic, cultural, sport, scientific, animal welfare or artistic non-governmental organisation or society, or as otherwise approved by the Agency.
